'New' laptop w/ Windows 11 and 16GB of ram...sloooowwwwww

I've got win11 on 2 of my main machines and it runs just fine. One has 64GB of ram and the other has 128GB. These were win10 machines that got upgraded to 11.

I'm setting up a new (reconditioned) Dell 12th gen i7 laptop with an RTX3050 GPU and a nvme drive for my father-in-law and it's taking at least 30+ minutes to create and log into a new account. When I setup my 2 machines I did not encounter this long delay.

Only thing I can think of is that it's only got 16GB of ram. More (64GB) is on the way, but I'm curious if the length of delay here is due to only having 16GB.

Task manager says it's using 18.6GB just sitting there doing nothing (no apps running.) So I believe ram is the cause of the slowness. Is 11 really needing that much just to run itself?

    Well, I put 64GB in it and it's noticeably faster. The little delays when you do something are gone.

    Pre upgrade, with one app (a small one) running it was using more than 16GB of ram according to task manager. It would have little 'stutters' when I did something, no graphic anomalies or anything, just slow ish to respond.

    Now with the memory upgrade, it's still using the same amount of ram, but there's a ton of headroom now, it's fast and responsive. Snappy!

    I believe that win11 NEEDS at least 32GB of ram just to be not paging to 'disk'. And I think I've proven it.

    I know it's been reported that win11 is faster than win10, but it clearly needs a lot of RAM to do so. Not that this is a huge deal with modern hardware, but companies like Dell should take notice of this and have their minimum configurations such that the system doesn't encounter slow response times.
