The issue you are facing mostly happens when the display driver was partially removed, and Windows display drivers did not automatically install back.
I would recommend trying to boot into Windows recovery mode and then safe mode from there.
Start the pc and then hold the power button down to shut it down. Repeat the steps 4 5 times and it should bring up Windows recovery mode.
In the recovery mode select advanced options then troubleshoot then safe mode with networking.
If the safe mode loads up, then install the display drivers.
If safe mode fails, then try to use system restore to bring the pc back to a previous time. If that also fails, then try to do a reset - keep my files - local install.
In reset the basic Windows drivers are loaded, and the display will work. However, in reset your applications will be removed, and you will have to install them back.
