Never mind, I was able to solve this by creating a .bat file. The key was that I could open any program, but only via a file association, not directly. So I finally realized I could create a .bat file containing "start cmd.exe" and launch THAT (as Administrator), giving me an elevated command prompt. Then I ran the command "assoc .exe=exefile", which fixed everything and its all back to normal.
File association for all .exe files is broken, now I cannot even open cmd to fix the file assocation error, nor open any other program

I have broken file association with .exe files, now I cannot even open CMD, or any other program, from start menu. Every time I attept at opening a cmd or any other program, I'll get an option on how to open the .exe file. I cannot open ANY windows programs, at all, not task manager, not Cmd, nothing. Example:
