How do I fix this odd discoloration on my monitor?

My monitor shows colors of only white, blue, pink, yellow, and green. This all started when I was playing a game and one of the settings changes the screen to HDR. I originally started off with SDR and I couldn't turn HDR off, so I did a system restore (I have done this before.) After that my monitor shows this odd discolored screen. This makes it difficult for me to type, read, or even open specific things. It won't allow me to reset my PC. I did the Command Prompt DISM restore health and that did nothing either. I rebooted my pc over and over again. It won't let me open GeForce or nividia so I quite literally can't update my drivers. I'm also afraid if I delete it I won't be able to download it anymore. Before this all happened my PC and Monitor was fine, everything was running well. This PC is brand new and so is the monitor, so I really doubt it could be one of the wires getting unplugged since I never touched the insides of it, however I can attempt to replug everything if that is the issue. The PC I bought is from this website, https://starforgesystems.com/products/the-sentinel . The Monitor I'm not entirely sure since I borrowed it from my sister, but the brand is CRUA. I'm not sure if I need a new Monitor, but I have tried so many things and I just can't seem to fix it, and I don't want this to go to waste.

    I believe the error is 0x0003. The error code 0x0003 in GeForce Experience can occur due to various reasons like corrupted drivers or services not running. Here's a step-by-step guide to troubleshoot:

    Restart Nvidia Services:

    > Press Windows + R, type this, and hit Enter: services.msc

    > Locate Nvidia services, right-click, and choose Restart. If some the Nvidia services are not started, you can right-click them and click Start to start them.

    If issue persists please try to reinstall Nvidia Components:

    > Press Windows + R, type this, and hit Enter: appwiz.cpl

    > Uninstall all Nvidia programs.

    > Restart your computer.

    > Download GeForce Experience again from the link i shared earlier. it will automatically install missing drivers.

    > Restart your computer again after downloading. > Test if error code still appears.

    If the issue persists, try manually updating the graphics driver using Device Manager.

    Hey again, bad news GeForce won't open at all. It's either an error has occurred or Error 0x003, so I am unable to update the drivers and I don't know how to fix that.
