I think I can explain what the OP means - the send/receive via bluetooth function is an incredibly useful tool, and yet there's 4 steps to even get to the correct menu. On a cellphone (which is usually what one is trying to transfer from/to,) it's simply one click from the share menu. So in the event that one is sending a file from a cellphone, it's one click on the phone, followed by a minimum 5 clunky clicks on the PC, and then another 2 clunky clicks to initiate the connection.
I agree with the OP that the current design almost buries the function, and I'd bet that the average Windows user doesn't even know it exists. I'm aware that there are a few different ways to get to the command, but as I just tried to get to it from the taskbar, it wasn't even in the first list of options within my Bluetooth settings! I had to click "more devices" for the command to even appear.
I think the OP is getting at the fact that Microsoft has an incredibly useful tool here, and yet the UI design almost makes it seem like Windows is discouraging one from using send/receive via bluetooth. It would be fantastic if it were more user friendly to make a shortcut for the function! We're not struggling to use the function, we simply think that the design could be improved a fair bit.
