Why does my desktop enter power save mode during restart?

Hello, I am running Windows 10 on a HP desktop computer.

I am receiving this mesage whenever I restart my PC: "Now entering power save mode." Note: My PC is not a Laptop. Both settings in "Power Plan" are set to NEVER. What I'm experiencing only occurs when I restart my PC. I get the message on my screen that says: "Restarting". When that clears, the next message that I see is: "Now entering Power Save Mode". After 5 to 10 seconds, my PC screen goes dark. It stays dark anywhere from a minute, to 4 minutes. Why the length of time it stays dark changes, is unknown. At some point, without any intervention from me, the screen lights up, and the restart begins processing. The PC updates, and boots up successfully.

The first time this problem showed up, I was watching a DVD, and we had a power outage for about 3 minutes. When the power came back on, the PC booted up normally, and never went into power save mode. Some time later, I got a Windows update, restart required message. I shut my apps down successfully, and selected RESTART NOW. That's when the problem showed up, and it's been that way for about 4 - 5 weeks. Note: When I power off my PC, and power it back on, I don't get get the Power Save Mode message. My PC goes straight to the Boot process, and comes up successfully.

    Firstly, could you let me know the specific system version (OS Build)? You can check it by pressing Win + X > System > Windows specifications*, click “Copy” and paste it in your next reply*.

    Did this occur recently, or has it been going on for a while? If it was recent, did you have any special actions (such as installing system updates*,* hardware changes*, etc.*) before that?

    Based on your description, the message "Now entering power save mode." you are seeing should be from your monitor and not the Windows system, which is normal. Most monitors do display a similar message before the system has successfully booted. If you would like further information, I suggest you contact the manufacturer of your monitor for assistance.

    Or you can Reset and Restore default Power plan to default settings. Previously customized power plans would be removed. Run Command Prompt as an administrator ("Win" logo key + "Q" to open Search box*, type"Command Prompt", select "Run as administrator"), and copy and paste the following commands into the* Command Prompt and press Enter to run, then reboot to see if it works fine.

    powercfg –restoredefaultschemes
    

    You may also Perform a clean boot **** to see if it is normal, this is a troubleshooting step. In this mode, we can further confirmed whether it is caused by system problems or third-party software or personalized Settings. So please be patient.

    You should restore the power plans or contact with the HP support

    To restore the power plans, follow these steps

    1. Press windows key and type control pannel and hit enter
    2. Click on categories
    3. Click on power options
    4. Click on change plan settings
    5. Click on restore default settings for this plan
    6. Click on yes
