Could you please let me know exactly where you removed "System 32" here? Is this the path:
C:\Windows\System32
Honestly, this is a very serious act of system corruption, because Deleting the System32 folder can cause significant problems for your system.
I know you seem to be trying to reset your computer, but you need to know that the configuration file you need to reset your computer may also be in System 32, which is probably why you can't reset it, and you may even see an error message.
I assume your computer is almost completely inaccessible. If it's convenient, try removing the hard drive from your computer and then turn it over to a computer after-sales support or data recovery company to see if they have the technology to export the data from your hard drive for you, and if they can, then you're at least lucky to be able to keep it for as long as possible.
At present, I think there is no condition to restore the system, the only thing that can be done is to reinstall the system:
Windows 11 Clean Installation (microsoft.com)
You may need to find another computer to make USB installation media to use.
If your computer has a new lease of life, before you delete files or folders, be sure to make sure that what you are deleting is not likely to cause system corruption.
