The issue you are facing generally happens if Windows has corrupted files in the system or your profile is corrupted.
Try to run an SFC scan -
Press Windows Key + X
Select Powershell(admin)/ Windows Terminal (admin)
In the box, type the following command, and then press ENTER: sfc /scannow
Do a restart and try to setup the pin again.
If you are still having issues or SFC is not able to repair the corrupted files. Please create another user id -

You will be able to setup your PIN there and move over your data from your old user to the new one.
