how to open command prompt in lock screen in windows 11

i accidently disabled all startup program in my windows 11 pc now its asking for set new pin but the problem is it cant go further it just keep asking for set new pin

    Hi, I am Dave, I will help you with this.

    If you have disabled all Startup services, the only hope you may have is to perform a System Restore to undo that change.

    Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

    On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

    Go to Troubleshoot - Advanced Option - System Restore

    Check to see if you have a restore point you can go back to
