cpu usage stuck at 100 while playing fortnite

I have an intel i7-10700f and a msi 4060 and 16gb ram and i been playing Fortnite for about 2 years now on pc and i have started to notice stuttering in games and fps stutters where i have like 200 fps and drop down to 120 and it happens throughout the whole game and its starting to be annoying and i have my graphics lowest possible because that's how i usually play and i've tried changing in game settings and everything and still nothing the CPU voltage and nothing and even overclocked my gpu since fortnite is only using 30% of my gpu and im really annoyed how my game isnt smooth. i even tried to edit my power plan to ultimate performance and other options and still nothing. This also happens to other games and my cpu fan is at maximum speed

    I understand the issue you have, there is nothing to worry I am here to help, have you noticed any changes before the issue starts? or have you made any changes? while waiting for your response, this issue occurs when there are third-party services that might interrupt the CPU usage or there is a CPU overheating, and for us to sort out the issue, kindly follow the steps below:

    Method 1. Do clean boot:

    A “clean boot” starts Windows with a minimal set of drivers and startup programs, so that you can determine whether a background program is interfering with your game or program.

    • In the search box on the taskbar, type msconfig and select System Configuration from the results.
    • On the Services tab of System Configuration, select Hide all Microsoft services, and then select Disable all.
    • On the Startup tab of System Configuration, select Open Task Manager.
    • Under Startup in Task Manager, for each startup item, select the item and then select Disable.
    • Close Task Manager.
    • On the Startup tab of System Configuration, select OK. When you restart the computer, it's in a clean boot environment.

    Method 2. Run memory diagnostic tool: The memory diagnostic tool is a RAM test to check if there are any RAM issues which can also lead to high CPU usage.

    • Press Windows key + R then type in mdsched.exe hit OK then restart the device.

    Note: If the issue persists, I suggest contacting a local technician to physically check the processor or do a re-pasting of thermal paste to optimize the processor.
