I apologize, I have not heard that about Game Mode, try running your PC with and without game mode to see if you find any difference.

When I first powered on my new PC; I started going through the 'Win. 11 Pro' setup. It asked me to sign-in to a Microsoft account. When I did it said it would carry over a list of things (ex. "settings, apps etc.") from my previous device (my old PC). I didn't see an option to set it up as a "new device". Did I just miss it? When restoring from the last PC, did that take all the settings I did to try to "optimize" it? Who knows what I did over the years. I realized things like the new PC was set to "high performance" in the battery options. (Don't think that's the default, but maybe I'm wrong)... So did it bring those settings over??? I don't see files, apps, and downloads from my old PC... If it did, what kind of re-install should I do? (The Win.11 came built-in to the PC).... Please help ASAP,

Those are driver and BIOS updates, they are optional, if your PC is working correctly, there is no need to install them.

If you leave the old account and create a new one, the settings will not transfer to the new account.

Yes, resetting Power Consumption like you indicate should reset those settings back to default.

The best option may be to create a new account and delete the first account on the new device, not linked to the same Microsoft Account, then disable all syncing on the old device and finally add your Microsoft account back to the new account on the new device.

The only way to stop that account syncing is to disable syncing on either the old PC or the new PC, in Windows 11 that is accessible from Settings - Accounts - Windows Backup, or in Windows 10, it is accessible from Settings - Accounts - Sync your Settings.
