Answer (for my case): Disable all "Killer" services. The adapter I am using is older, but the software that auto-installed with the driver, caused the problem.

I wired my computer with Ethernet last summer. (2023). My Wi-FI adapter was not performing well, so I took the time to string cables.
That resulted in great download speed (almost 1 GB per second), but terrible upload speed. So bad that the machine was barely functional.
"KIller" technology was designed to offload activity from WIndows, into the adapter processor to improve performance. But it's older technology now, and the age of my particular adapter compounded the problem.
That was resolved by uninstalling all Killer app software, and disabling the "offload" settings in the advanced driver configuration. Now it's speed is great in both directions.
The connection-reset errors began after that, but only with SOME sites, so I did not notice it right away. I suspect it's in places that use some form of location detection, but that is not confirmed.
Even though I had removed everything named "killer", I discovered this week (April 2024) that there were still four services running named "Killer ...".
I disabled all of them, restarted. All my "bad" sites have been working for 2 weeks now. Since then I've deleted the services and it is still working.
