Here's Microsoft's official support page for how to manage these notification messages which are only sent once you've chosen to 'Allow' them by selecting it when a popup asked during a previous browsing session.

Always pay close attention to any popups, since they'll often try to trick you into selecting the ability to send you notifications by graying out the option to decline or stating it as something that doesn't seem like what you want in order to get you to accept their notification spam.

Never click 'Allow' unless it's a website you trust like your bank or some other major name business, since most are just advertising spammers like this one.

    I had the same problem and here what i did to remove it. Go to Edge --> Settings --> Cookies and Site permissions --> remove secuweb.co.in.

    i couldnt find the remove button so i just blocked all the permissions

    Under normal circumstances I would

    never click on anything fishy, but because it was one of many listed lawyers on the sidebar located Bing maps, it seemed to me that anything fraudulent would have been vetted by Microsoft and especially with all the roster of data including address, phone number, etc... I thought they just might have had a secure website to prevent malicious behavior. The irony.

What browser are you using? it looks more like you have browsed a website and that has installed something on your computer.
