The scan came back negative, in and out of administrative mode. I am sure it is an android related thing. I did use to use MyPhone which connected to my Android phone. That might be the cause, I'll probably find it, thank you Mitchell.
I've run into this funny problem where an error pop up comes up called adb.exe when I shut down my pc or restart, but it is random.
I heard it stands for Android Debug Bridge. I don't know why this happens, but it was suggested by someone that it occurs when the program dies or terminates during restart/shutdown which would explain why it only happens in those instants, many people have also had this weird issue and I was unable to ascertain where a android app or specifically where adb.exe is. I've searched the entire computer but found no such results, I've even looked up the directory for the default location it may reside in, no luck. But it seems to pop up only after shutdown and restart meaning in theory it is on here and it is running. I just don't know where it is exactly and how to shut it down or deal with it directly.
Thanks for the read (yet again). I've made a a few post in a pinch seeing if anyone had pointers on two issues.
I appreciate anyone who may have a lead on this very small issue.

Adb should stand for Android Debug Bridge. It may be related to an Android-related program or service running on your computer. Since you cannot find the adb.exe file, it is possible that it was run from a hidden directory or system directory.
You can try using Task Manager to see if adb.exe is running when the error occurs. Open the task Manager by pressing Ctrl + Shift + Esc and then go to the Processes TAB to find adb.exe. If you find it, you can stop it by right-clicking on it and selecting "End Task".
Another way is to use the command prompt to search for the adb.exe file. Search for CMD in the taskbar, open the command prompt, and then type the following command:
dir adb.exe /sThis command can be used to search the entire computer for the adb.exe file and display the directory where the file is located.
Another direction to check is to make sure that your computer has any Android-related processes, applications, such as Android-specific syncing programs, Android software development applications, Android emulator software, etc., it may be related to such applications, so temporarily uninstalling such applications may help with this problem.
