My computer failed to boot into Windows following a regular shutdown, and I decided to do a clean install of Windows.
I made a new installation media on a USB drive, formatted both my hard drive and the SSD I use as my boot drive, and attempted to install Windows.
However, no matter what I do, both drives seem to be stuck in a read-only mode.
Any time I attempt to make a new partition with the installer, it makes multiple 100mb "system" partitions, and when I click "next" while selecting the unallocated space and change the size, I either get the error code "0x80300024", or a message saying "Windows Setups couldn't find a hard drive to store temporary installation files to. Add a new local, non-removable drive and try installing Windows again".
If I do change the size of the partition, it successfully makes a "primary" partition, but when selected for installation, I get an error saying "Windows could not format a partition on disk 1. The error occurred while preparing the partition selected for installation. Error code 0x80042428."
In DiskPart, both drives can be fully formatted, and any partitions that get created come up as "Healthy".
Any advice would be much appreciated, as this doesn't seem to make any sense.

The error code 0x8007000D - 0x90002 means there is some corrupted data in the system installation media.
You can try making system installation media with MCT in different computers, or try different USB flash drives.
keep only SSD, remove HDD. Install Windows 11 on SSD by watching YouTube videos on a mobile phone.

After completion of Windows 11 installation, after first booting, then shutdown pc, then add HDD.

Any thoughts on why the download does not work? I have downloaded and run the "create windows 11 installation media", it creates it (sometimes, froze twice at 50%), if you get to 100% (4 times now) it then when it validates it says it is corrupted and cannot continue. error 0x8007000D - 0x90002.

Since the error code "0x80042428" typically appears during the Windows installation process, particularly when attempting to format or create new partitions during the installation. This error often indicates a problem with the hard drive, which may be due to hardware failure, driver issues, or issues related to hard disk partitioning.
At the same time, I suggest you remake the system installation media according to the following steps:

Meanwhile, please click the corresponding disk in the interface of selecting system installation location, and then select Delete, Format, to convert the disk to GPT format and format the whole disk.
