I have purchased a key and do not know why I would be banned.

    @Luigi -- from where did you purchase the product-key?

    If it was from the Microsoft Store, you should not be "banned" from using that product-key to activate Windows.

    There are unscrupulous web-sites that "harvest" product-keys from dead computers, and then sell that key. Microsoft's policy is that the product-key "dies" when the computer dies. Further, if they sell the product-key to multiple buyers, Microsoft can detect multiple activations of the key, maybe from geographically-dispersed locations, and then will "ban" the key.

    Also, to organizations with many computers, Microsoft will sell them a license to use the same product-key on all of their computers, with the provision that the product-key will never be "shared" outside of the organization. If Microsoft detects such a "leak" of the product-key, they will ban the product-key, and force the organization to change the product-key on every one of their computers. If you bought such a "leaked" key from some vendor, you have been victimized.

    Please provide a screenshot of the error you see when you try to download the Windows 11 ISO.

    Open the Settings App, then go to Time and Language - Language and Region

    What language version of Windows is installed on your PC?

    Is your Region set correctly in there?

    Go to Privacy - Location, is the Location Services enabled for all apps?
