Accidentally shut down my pc during reset

Hello, I accidentally shut down my pc while resetting it, and now it won't boot. It displays the Dell logo with loading dots and 'preparing' under it, and then I get an error message that states: "The computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install Windows, click "OK" to restart the computer, and then restart the installation.". I have tried getting into windows recovery mode, but it doesn't work. changing the boot settings in the BIOS also doesn't fix anything. I know I could get a fresh windows install, but I don't have a flash drive with 8 GB or more.

    I'm sorry about this problem on your computer, but unfortunately you will need to create a Windows installation USB to fix it.

    What happens is with the interruption in the reset process, some files must have become corrupted, so you will need to redo the process with the USB for everything to be corrected.

    I recommend that you follow the procedure below, please.

    Step 1

    Create installation media another computer.

    Configure in your computer's BIOS to start via the USB installation.

    2. When the installation window appears, click Repair your computer;
