Windows Security is blocked by administrateur on fresh Windows 11 install

Hello,

I reinstalled Windows 11 several times already. First thing I do after the install is finished: check Windows Security, and each time, it is blank. When I right click the icon and select "Quick analysis" (sorry for terminology, I use Windows in French), then I have a popup telling me that the page is not available because my IT administrator has limited some areas of the application, and that i have to contact the technical support.

Not only am I the only administrator of my computer, but it is a personal one. I have no school or work account on this computer. I tried every fix I found on your forums about that issue, which is ridiculous considering this is a FRESH NEW WINDOWS 11 install. I do not have that issue on my WORK computer, which is actually managed by my IT administrator. Of course I use different accounts for work and personal uses. I installed all available updates. I have the option to add a work or school account, which confirms that the one I currently have is a personal one.

I don't understand how a fresh new Windows 11 can have that kind of issue. This is very annoying and a bad user experience.

Edit: Idk if this has to do with it, but my C:\Windows\System32\SecurityHealth folder is empty

    Hi, I am Dave, I will help you with this.

    This is a problem many people have been reporting for two days, it seems to be caused by a recent update that gets installed after a clean install or Windows 11 reset, and all the usual methods to solve this are not working, the best option is to report this on the Feedback Hub (Windows Key + F) to their developers so they can investigate this, the more people that report the problem, the sooner it will be patched.

    I am having the same issue. Just did a fresh install and am now locked out of the windows security app.

    "I'm Kevin B., I do apologize for the inconvenience that you're experiencing right now, let me help you sort things out.

    When did the issue started? Are there any other anti-malware software installed on the computer?

    Kindly try to reset the Windows Security on your computer and check if the same issue appears

    Using the Cortana Search box, search for Windows Security App
    Right click on the resulting app and click on App Settings
    Scroll down and select Reset
    Follow the onscreen instruction until the reset completes
    Restart the computer and check if the same issue appears

    You may also run a system file checker to verify the integrity of windows system files on your computer making sure that there are no corrupted files on your windows.

    Perform SFC Scan and Repair Windows Image
    -This process will perform scan for any corrupted system files or integrity violation and will attempt to repair it along with the Windows Image.

    1. Open command prompt with administrator access
    2. Type each command below and wait until scan is completed.

    SFC /scannow
    DISM /Online /Cleanup-Image /CheckHealth
    DISM /Online /Cleanup-Image /ScanHealth
    DISM /Online /Cleanup-Image /RestoreHealth

    Quick note: While the command is running, it's expected to see the process stuck at 20 or 40 percent. After a few minutes, the process will complete successfully.

    Once you complete the steps, the Deployment Image Servicing and Management tool will connect to the Windows Update servers to download and replace any damaged files in the local image for Windows 10 as necessary.

    1. Close the command prompt.

    Restart the computer once more and check again
