I noticed that in the information you provided, your file has two suffixes at the same time, which is the reason why the file cannot be opened.

Files were both .jpg and .mov files. They ended up with a double extension. abc123***.mov.uptmp*** or abc123***.jpg.utmp*** I need help. It was over media 10,000 files.

As far as we know, there is currently no file type with the extension.uptmp
Perhaps you can try the following methods to solve this problem:
Manually change the suffix back to the original suffix name, and then try to open it normally.
