To add the HDR certification to your PC you should go to the manufacturers website and look for the monitor's drivers. For example if you have a gigabyte m280 you'd go to here "https://www.gigabyte.com/Monitor/M28U/support#support-dl-driver-monitor" and download that driver file. Then you'd go to device manager > select the drop down on monitor > right click the monitor shown there, mines says Generic PnP Monitor. From the options select update driver > Select "Browse my computer for drivers" and go to where that downloaded file is. Look for the .inf file. If there isn't, one select the last folder where all the driver files are and select ok. Select next. It should say that the driver was installed and show the name of the monitor now. I hope this helps.

Dear Microsoft Support Team,
I hope this message finds you well. I am writing to seek assistance with an issue I've encountered on my ASUS VivoBook Pro 14 OLED laptop, Model: M3400QA KW512WS, which is advertised as supporting High Dynamic Range (HDR) display technology.
The problem I am facing is that when I navigate to the display settings on my laptop, I am unable to locate any HDR Certification information or confirmation. I am John J.D., a fellow Microsoft user like you.
To check HDR certification, go to Settings > System > Display > Advanced display. Ensure 'Display 1: Internal Display' is selected for your device's display info.
If HDR certification isn't listed, I recommend reaching out to ASUS support for further assistance.
