I have also tried this and am still stuck in an endless loop of being asked to create the pin. Did anyone find a solution which worked?
Stuck in a loop of being prompted to create a pin but getting the error that “something went wrong”
This morning when I went to sign into my laptop, it asked me to create a pin. I click next and then it gives me the message “Something went wrong” , “We weren’t able to set up your PIN. You can try again, or skip this step and set up a PIN later.”
I click “Skip for now” and almost immediately get a black screen which kicks me back to the screen where I log into my Microsoft account. I am stuck in a perpetual loop and CANNOT open my computer to do anything.
I have read every single “solution” to these issues on this website and none have worked or provided a working solution for anyone that has asked the question.
Before you answer the question, I CANNOT open my computer to access any files or get into the actual computer in any way.
I can open the window where I get the options to troubleshoot, however I am yet to figure out how to bypass the original issue.
Solutions I have tried include entering safe mode with and without networking to log in, however it says that I need to install an app to sign in to the computer. I have tried to uninstall the latest quality updates. I have also tried to do a system restore but that does not work. I have also tried to do the startup repair and am met with the following error code: (pictured above) (not sure how to move the picture to this location)
The only thing left for me to do is to do a factory reset and keep my files, however I want to exhaust all options before doing this.
I have an ACER Aspire E 15 laptop.
Please help, this seems to be a very common issue in the community and you would think that Microsoft would have a solution for this but as far as I am concerned there is not one available.

2024-01-20T16:46:54+00:00 I have exactly the same issue and no matter what I do, I cannot get out of the loop that requires a PIN to be set, then prevents me from setting a PIN giving me the error message and when I SKIP, I get taken back to the log in screen.
When starting using Shift and restart, the password for my account is not recognised, even though I can log into the first part of the log in process successfully using this password.I successfully accessed my windows account between Christmas and new year, so am at a loss to understand what the issue is and more to the point, how this can be corrected.
I cannot even factory reset my laptop, as the account password is being rejected.
My laptop is now worthless!!!!
Please advise how this can be fixed - nothing you have suggested works

2023-11-03T07:33:01+00:00 Try to perform this procedure to check if you will be prompted with the option to enter your password.
1-Disconnect your computer from the Internet
2- Select "sign in"
3-Windows will give an error, saying it needs internet
4-Click backward and connect to the internet from the lock screen
5-Before it finishes connecting, select "sign in" again
6-It will then route you properly and prompt you for your Windows password
7-Enter your password, then it should log you in

2023-11-02T17:07:38+00:00 So I managed to follow your steps and I realized you must type the command and not hit enter, rather type the command you listed. I managed to rename the file and everything went file, i loaded my computer back up and still have the same error message
I click skip for now and it brings me back to the original sign in screen where the loop continues.

Sorry to hear you're experiencing this issue.
Renaming the NGC folder using the command prompt should remove all PIN settings and fix the problem.
1-Restart your computer while holding the SHIFT button
2-The Advanced Startup menu will open on the boot.
3-Go to Troubleshoot.
4-Now, go to Advanced Options >Command prompt
5-Run this command to take ownership of the folder:
icacls C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc /T /Q /C /RESET
6-Run this command to rename the folder:
Ren C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc Ngc.old
7-When finished close the command prompt then click to return to the first screen
8-Click to continue to normal boot
9-Then you should be able to sign in on Windows using your password and configure your PIN again
