I have been getting a startup error, how to fix?

After not using my pc for a few days I have tried to start it up and I keep getting a message of “reading media” and then a black screen that says my device ran into a problem with the error code: SYSTEM_THREAD_EXCEPTION_NOT_HANDLED

I tried running safe mode to maybe try to uninstall drivers but i cant even run safe mode because I get the message “Windows cannot complete installation in Safe Mode. To continue Installing Windows, restart the computer.”

What do I do to fix this and be able to use my pc and what caused this?

    Hi,

    A clean install if different from Resetting the PC, and requires a USB drive. Do you have access to a spare PC?

    Ive had this issue before with my wifi card driver but this has been fixed for weeks and last time i was able to boot up safe mode to confirm it was the driver. I have not tried to take it out and see if the wifi card is causing it yet.

    Ive also tried using the commmand tool and typed i think msoode into it and now my screen just says “Just a moment…” when I turn it on and it has been like that for 5+ minutes
