All of a sudden when I go to download a file the "save as box doesn't come up..file goes directly to Downloads. How do I fix that issue

When I try to SAVE As a file..normally I right click (or control save) and "save as" comes up and I can pick which folder I want file to be saved in. Now when I write click just the phrase save as comes up..I click it and I have no idea where file goes. If I click the download arrow it goes to downloads..then I need to go to downloads and move to where file belongs makes no sense.

Also I use to have my go to links ..like yahoo...stripe..vendors on browser page. Now that's all gone. Help!!!

    I'd like the answer to deal with the following:

    now even though the following setting is made

    ie ask where each file is saved, chrome jumps automatically to save the file without offering this choice.

    This behaviour began 18.03.2024. The work around for this functionality screw-up is a time sink - navigate to where it went - cut - navigate to where it should go - and paste.

    At times like these, some sarcasm is called for to make the point - Just A Glitch?

    The issue is with Outlook 365. It just happened to me again. I chose "save as" on the first email attachment and was able to put it where I wanted. I did the same on the second attachment (same email) and Outlook didn't bring up File Explorer but instead just stuck it in the Downloads folder.

    Same problem starting 1-2 days ago (July 2024). It used to prompt me, but now files are just going to my default folder. I turned the setting off and back on, restarted chrome, no change. And now it downloads to my default folder AND opens without me telling it to. I'm on chrome.
