CSS problem with every website and every browser, even after clean windows11 ios reinstall

When I load into the website, I'll notice that the CSS is missing on certain websites. Some things are not loading in, such as broken images. I reinstalled Windows from a IOS fresh reinstall, and this problem still displayed. I have used, Microsoft Edge, chrome, and Brave in this process. I have installed the most recent drivers to my Nvidia Graphics card. I recently installed an NVME 3.0 memory stick (2TB) inside a PCI express converter, and it has been working well. I have tried clearing my browser cache and removing all extensions. It's causing problems when I try to click the download button on websites by not downloading. My secondary computer works fine.

I wouldn't be surprised if this issue was caused by the 23H2 update that my PC installed on 11/9/23. The issues seem to have started around that time. My PC has also been experiencing the Explorer crash that everyone is talking about. And to top it all off, there is only a 10 day window for a update roll back, making me out-of-options until either MS fixes this junk, or I get so frustrated that I go back to Windows 10.

One thing that I have learned from this experience is that it is best to NOT move to the next OS until you have NO CHOICE. Oh, and that every other Windows version is **** and will likely remain that way until the next one is released. I thought that I had waited long enough for everything to stablize before making the switch, but I was DEAD WRONG.

    Maybe some pictures of the problem will help with resolving it...

    Both browsers displaying the page loading issue:

    It is not site-specific. Amazon also exhibits the issue, although Amazon auto-refreshes in a way that if you wait for a couple of seconds, their page will eventually display properly.

    To reiterate:

    • This issue does not appear on any other PC in my house (all of them run Win 10, so that is the likely why)
    • I had to replace my modem a month or so ago, and this issue happened BEFORE and AFTER it, ruling out the modem
    • My network drivers have been updated several times in the time frame of this issue, including a manual reinstall of them, and the issue still occurs
    • I've run the Alienware diagnostic tools many, MANY time to ensure that there isn't a hardware problem, and everything checks out perfectly
    • My Edge and Chrome browsers have been up-to-date throughout this time frame

    All signs point clearly that it is Windows 11 problem.

    It looks like this response was not talking about the same issue that @Rei101 was describing. Where did the 'blue screen' part come from?

    I have been experiencing the same issue for the past 1-2 months. It does not always happen on my machine, but all of my browsers (Chrome, Edge, etc.) have experienced the same page-loading problem. It does not happen on any other PC in my house, and since it is happening across all of my browsers, it sounds like a problem with the Windows 11 netcode or drivers. My PC automatically keeps the network drivers up-to-date, and I have manually updated them recently and the problem still occurs.

    I'm not too happy with Windows 11, and if it weren't for the nightmare of pheonixing my PC and reinstalling EVERYTHING, I would switch back to Windows 10 in a heartbeat. In the meantime, this bug is very disruptive and MS needs to address with a proper fix ASAP.

    Is there a bug report/ticket on this issue, and if so, what is the status on a resolution?

    Hello, welcome to the Microsoft Community.

    Based on your feedback, your computer is experiencing a blue screen issue, and I see you have taken the necessary troubleshooting steps.

    You can try fixing the system.

    1. Search for CMD, find Command Prompt, and then choose to run as administrator.
    2. Enter the following commands one by one, making sure to execute the next command only after the previous one is complete:

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /CheckHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    SFC /Scannow

    1. Once the scan is complete, you can check the scan information to see if any issues were detected and fixed.

    In addition, you can also try a clean boot.

    Here's how:

    1. Press Windows+R, type msconfig.
    2. Open "System Configuration," select the "General" tab, then choose "Selective Startup."
    3. Uncheck the "Load startup items" box.
    4. Go to the "Services" tab, click "Hide all Microsoft services" in the lower-left corner, then click "Disable all."
    5. Click "OK" and restart your computer. (Make sure to select "Hide all Microsoft services" first and then click "Disable all" to avoid unexpected issues, such as being unable to access the system.)
    6. Check if the issue reoccurs.

    Note: A clean boot starts Windows with the minimum set of drivers and startup programs to determine if background programs are interfering with your games or applications and help you identify the cause of the issue. It will help you get back on track.
