If you are using three 8GB RAM sticks this may contribute to the problem as it will force the RAM to run in single channel mode

vs higher performance dual channel mode. 2 or 4 sticks from matched kits of equal quantity, and exact same specs is best practice.

Try removing the extra 8GB to verify if this is the problem. Valorant probably uses less than 8GB including Windows functions on it's own.

16GB should be all the RAM you need for any game @1080p, unless you are heavy multi-tasking and have a lot of open Windows

in the background (an invitation to stutter) hogging your RAM.

Right now, I wouldn't rule out the possibility of a specific hardware problem. The key question here is: which component is causing your computer to throttle?

I suggest trying out the free benchmark provided on this website: https://www.userbenchmark.com/Software

Check how your components stack up against others. If you spot any red flags, such as any components performing worse than expected, that could be the culprit.

It's typical for CPU usage to spike up to 90% or even 100% before dropping back down, and I can demonstrate this with a video of my own computer exhibiting the same behavior. The real issue seems to be why Gameloop is causing low FPS.

I don't believe it's primarily a hardware issue; instead, it likely pertains more to configuration settings. You mentioned reverting from Windows 11, so how did everything perform on that OS?
