A Power User is basically in-between an Administrator and a Standard user, a Power User does not have full administrator privileges on the PC, they have certain privileges like these:
Change settings like date and time, printers, power options.. etc
Edit Windows system services which are not started by default.
A Power User cannot add themself to the Administrator Group and do not have access to other users data on the C drive.
