IPv6 exists because we are rapidly running out of IP addresses in the IPv4 format. Most ISPs and routers can work with IPv6 addresses, however most websites cannot. That would require substantial recoding.
There's really nothing gained by disabling IPv6 in Windows. That would be like blocking the fifth seat in your car because there are only four people in your family.
The truth is, IPv6 networks have certain technical improvements over IPv4 networks, but until websites convert to IPv6 en masse there's no real reason to use IPv6.
