Instead of basically blaming the user and their system, put the blame where it belongs, on Microsoft. The problem is that Microsoft has some of the worst server speeds on the planet which any Windows user can confirm. For the past 30 hours my PC has been stuck at 5% of an update because the Microsoft servers are so slow and, apparently, not maintained or serviced making them viritually useless. For some reason, everyone that advises here chooses to defend Microsoft and blame the user. Why? 90+% of the time the problem lies with Microsoft and NOT the user or their system.

As for the troubleshooters you recommend, they only examine the user system NOT the servers the downloads are coming from. Once again, you advisors have proven to me that you would rather blame the user and defend the corporation that is actually responsible. You're also constantly telling people to do things that have nothing to do with the actual problem because you choose not to actually read and comprehend the initial message requesting assistance.

It is still horrific how slow it is. My internet download speed is at around 500mb per second. I download games that are 100gb from steam while I go and make a lemonade, yet this thing takes hours. What a terrible company Microsoft is. Exactly zero products work as intended. If there wasn't for monopoly that they have, nobody would ever use this dumpster of an OS.

I had today a windows server montly update stuck at 51%. It took nearly one hour to go to 52%, then one more to go to 53%. In the meanwhile, I had 1% CPU usage, 44 KB/sec Disk I/O (Disk highest time=1%), 110Kbps Network I/O (0% network utilization), 0 memory hard faults/sec (44% used Physical memory) and the ADSL Speed Test from another PC rated 200Mbps in both directions.

    So what is your diagnosis?

I have been enduring this problem for a while now and it looks like I finally found the problem.

1 - Open the Windows Update window (Settings > Windows Update)

2 - Click on "Advanced options"

3 - Click on "Delivery Optimization"

4 - Click on "Advanced options" "Download options"

5 - Check if there's any limit on the bandwidth used for downloading on both foreground and background

For some reason, mine was set both to 0.1 Mbps, so I removed the limit and it fixed the issue.

If it doesn't work after changing, try restarting the Windows Update service.

13 months later and still the same issue. Come on Microsoft get your s*!t together. If I didn't have to use Windows for work, I'd never use a Windows computer ever again.
