Tried clean boot, install from windows 11 23H2 ISO etc.
It always get stuck after 2nd reboot at 48% then restart and undo all changes

Here are some things you can try to fix this error:
sorry I was away for some days.
Unfortunately my memory is not good enough to tell you "exactly" what I did.
But roughly I ran setupdiag (https://learn.microsoft.com/en-us/windows/deployment/upgrade/setupdiag) which pointed to a particular faulty driver, updated (or removed) the driver and retried updating windows, which failed again.
Ran again setupdiag which pointed to another driver... etc
Can't remember how many times I did this may be 4-5 and finally the update installed fine

Make sure all drivers and bios are up to date. do you use a 3rd party antivirus?
The error code is a generic one, does anything follow : or is that the full code?
Well sorry I've been busy debugging with setupdiag (quite useful).
It pointed to amd drivers
So I uninstalled some never used asus utilities, updated bios, all asus and amd drivers chipset etc and victory !
I managed to install this 23h2 update (using win 11 23h2 iso)

There doesn't seem to be a failproof way of fixing this type of error. (doesn't point to anything in particular)
I assume you downloaded the correct region ISO. English International, for Europe/UK. Or English (United States).
Run the update offline while using the ISO image.
Run setup as administrator.
Disable or better still uninstall any 3rd party AV or security software.
Clean boot you are already using.
Remove any USB media devices.
