Most likely you have a badly corruped hard drive. Win7 machines are pretty old now. Laptop HD's have a life expectancy of about 5 years, desktop about 8. In most cases I find the HD has failed and it is full of viruses and corruption.
Re-installing on an old HD is dumb. A new one is easily installed and not very expensive. I have many clients with computers that are in excess of 10 years old and still run very well. That's because I replace hard drive based on these intervals. Laptops are not very repairable and often have other problems that are too expensive to fix. Desktops are mostly non-propetary and are almost all off-the-shelf commonly available parts, and therefore are emminently fixable.
One commonn problem is people having PCs with illegal Win7 installations. Local shops often do this and people who claim to be experts (too many to count). In many cases, people have taken their PC to a local shop where the HD was replaced and instead of re-installing the OEM licence, the tech installs an illegal version.
