What is the difference between cloud download and local reinstall?

Whenever I reset my PC, I see local reinstall and cloud download. What's the difference?

    Cloud Download: Gets the newest Windows files from the Microsoft server to update your system with the latest changes. You need to be online.

    Local Reinstall: Reinstall Windows using the files already on your computer. You don't need an internet connection here.

    Hi

    Please I can't access my start menu it's showing critical error and neither is the windows update downloading

    So I want to try a reset it's taking ages also please what's the solution

    Hi,

    I have the same issue and I have read your answer. just to make sure, I have a microsoft surface tablet, if I want to reset it localy and make the updates after the installation ended, it will be the same.

    is that right?
