How do I open the network settings?

I can't pull up any settings. My windows key isn't working, my keyboard isn't the problem since I click on the icon of the Windows key and the other settings icons and nothing happens.

    When was the last time it worked properly? Have you made any changes to your computer recently? What is your current Windows operating system and version? Press Windows key+R to open Run then type: winver
