There are various generations of HP laptops with that name. Without knowing what CPU is in it, no telling if Windows 11 would run at all.
You can try to install Windows 10 from an USB stick made by a different PC and downloaded from that page.:

Please read all on that page, as all is explained in the drop out scripts when pressing the plus symbols there.
But, the error you receive can also mean that there is only a broken SSD or Hard drive in the laptop, or none. The error is the same to Bios.
Easiest to find out is by trying to install Windows 10.
You might need a license, you might not. If asked during the installation, hit you have no key at the bottom. During the install, sign in with your Microsoft account.
If the device says it isn't activated after, try the activation trouble shooter or come back and start a new question here in the forum as it would be a different subject.
