I had to open Task Manager, find Windows Installer under Processes. Right clicked to try to Stop. That failed. Right clicked Windows Installer and then clicked End Task.
That finally ended the Another installation is already in progress error!

Multiple installations I've attempted to make have failed due to another installation being in progress. Below are 2 examples. I have already tried looking at the task manager numerous times, though this does not seem to help. Additionally, whenever I shut down or restart windows, a program with no name and picture tends to prevent the shutdown. Help on this issue would be appreciated.
For paint.net:
"There was an error installing paint.net. (1618)
Another installation is already in progress. Complete that installation before proceeding with this install."
For Microsoft Windows Desktop Runtime - 7.0.16 (x64)
"0x80070652 - Another installation is already in progress. Complete that installation before proceeding with this install."

2024-07-12T18:49:34+00:00 Open Task Manager and locate the Windows Installer process. Expand the process shown and it will show you the Windows Installer service. Right click on this and choose "Stop". Run the install. This should let the file run and complete the installation.

2024-03-27T03:51:49+00:00 Yes, it is not about the shutdown as you can click the button that says Shutdown Anyway. It is about a program that is running which is not named and causing that error message while at the same time there are certain software installs that fail because the system gives this error 0x80070652 - Another installation is already in progress. What we are trying to accomplish is to install software, in my case upgrading to .net windowsdesktop runtime 6.0.28. Mine is a brand new computer so not sure what automatic update or pre-installed software is causing this issue. Would be nice if the system gave more information like on the shutdown menu, naming the software it shows there, but have tried many things even installing from Safe Mode and it still won't install.

I found the Windows Installer and tried expanding and STOP and End Task but did not work. Then I found Windows Installer again and DID NOT expand, instead just right clicked and clicked End Task and it went away and got program installed. Thanks for all the help here folks!

2025-03-25T20:04:49+00:00 I've wasted many days trying to install a program that I developed on our windows 11 computer. I think that the best solution would be to stay far away from windows 11.
