Laptop "ran into problem and needs to restart" but can't restart

My name is Jonathan I don't know what problem does my laptop have since yesterday morning it informed that it ran into problem and needs to restart but since it started to restart still it's on 0%

    1. Force Shutdown and Restart:
      1. Hold down the power button for about 10 seconds until the laptop turns off.
      2. Wait a few seconds, then press the power button again to turn it back on.
      3. See if this allows the laptop to start up normally.
    2. Access Safe Mode:
      1. Restart your laptop and press the F8 key (or Shift + F8 or just F11, depending on the make and model of your laptop) repeatedly as it starts up.
      2. This should bring you to the Advanced Boot Options menu, where you can select "Safe Mode".
