From your experience, you know that UX is an art, and different people have different opinions about what is art and what is trash. 😉
With that said, the Settings app in its current form uses a particular design language, for better or worse. Once you get accustomed to the design language, it's much easier to find your way around. I actually found it easy to go to that setting.
Tip: Don't get gotcha'd by the Settings app: Settings > Bluetooth & devices > Printer preferences > Let Windows manage my default printer > No!
