I am trying to use "The Microsoft Program Install and Uninstall Troubleshooter". found here Fix problems that block programs from being installed or removed - Microsoft Support When I try to download or open I get this error message:
How do I get past this so I can use the troubleshooter?
I am using Windows 10 - 22H2 and my antivirus is Norton 360.

Welcome to the Microsoft Community.
Edge performs an initial security check on the downloaded file and the solution to this problem is very simple. You can see three horizontally aligned dots to the right of this tip and select 'Keep' as shown below.
