Group Policy is normally per group.
You may create a new Group and call it like exclude and define specific policy and add the user to this Group.
This is helpful if you want to exclude other users in the future too.

Long story: We recently created a GPO the Forced Encryption of Portable USB drives. This is working great except for in the machine shop. We have old CMM machines that we need to constantly transfer programs to. However, one is running Windows 3.1, and the others are simply some simple PLC. Both are incapable of decryption. Besides transferring these to a laptop not on our network, decrypting the drive, and uploading the G-Code to the machines, is it possible to remove the forced GPO from one users device? (Windows Server 2012 R2 / Windows 10 Pro)
