How to get Windows 10 to recognize a new monitor driver?

I have a Dell Optiplex 380, and I just installed a new Acer 202Q monitor. The resolution showing is 1024 x 768. The resolution on the monitor shows it goes up to 1600 x 900. I downloaded the Acer driver file, which consists of a .cat, .icm, and .inf file. When I went to the device manager and clicked on update driver, it could not find this file, even with a direct search. It kept on saying, "The best driver is already installed...." I even copied the .inf folder to system32\drivers and still it does not recognize the file. When I right clicked on the .icm and .inf files separate, it just said open, copy, delete, etc. but there was no install option.

I even followed these directions:

Open Device Manager
Expand the Display Adapters section
Right click that Display device and choose properties
On the resulting dialog, click on the Details Tab
Change the property drop-down to Hardware ID's
Right click the top item in the resulting list and choose 'Copy'

But there is no "Hardware ID's" tab. This was from 2018, but I have not seen anything newer.

So, how do I get Windows to update the driver to the Acer monitor? I have tried everything I know.

    --- PROBLEM SOLVED ! -----

    I copied the unzipped file with the .inf file and created a new folder c:\downloads, since it does not recognize the user files with the same name, and told the update manager to look in the new file and it found it. I wonder why though, it would not find the same file in c:\windows\system32\drivers, since I copy it there also.

    It's a mystery! But I'm glad the update worked this time.

    ---- PROBLEM NOT SOLVED ----

    Sure, I got the update to take, but it does not allow me to increase resolution.

    My probable solution is to take out this video adapter and revert to the damaged one. It will take a lot of scotch tape, but I need that higher resolution.

    It's an older card, it says "Microsoft Basic Display Adapter", and I tried updating that driver and it says there were none. It's a PCI adapter that I just installed because my on-board adapter connector screws are damaged, so if I go back to that adapter, I have to tape the VGA connector in place.

    I thought that the driver for the monitor was independent of the display adaptor. I thought that this adapter could handle 1600 x 900, native display for the 202Q Acer, but I guess not.

    Is there a secret update for the MS basic display adapter?
