Programs can't be transferred; they have to be reinstalled.

Transferring your personal files is EZ: Copy the folders from your computer to an external hard drive, them move the contents of those folders to the corresponding folders in your new computer.

To illustrate: Copy these folders to an external hard drive:

C:\Users\your user account\Desktop

C:\Users\your user account\Documents

C:\Users\your user account\Downloads

C:\Users\your user account\Music

C:\Users\your user account\OneDrive

C:\Users\your user account\Pictures

C:\Users\your user account\Videos

and then move the contents of each folder to the corresponding folder in your new computer.
