Unable to remove rawaccel.sys

I don't know how familiar you all are with rawaccel, but there is a driver installed that I would like to remove named rawaccel.sys. It is not a windows driver, and last time I tried disabling it through autoruns it prevented my mouse from working? I moved the driver out of the folder and it still didn't work. After loading a system restore point to get my mouse back, I uninstalled all mice then restarted computer and the driver stayed.

Second, I am receiving help from someone off of pchelpforums.net and they requested I download this <Removed> file and run. Does anyone know if it is safe?

    Try boot into Safe Mode and see if you are able to uninstall it?

    No I have not, but I need to disable it in autoruns to uninstall, but when I did it stopped working. I put the file through virustotal and it came back 3 (relativly unknown) out of 78

    It's a driver or, you can call it a program to control the mouse, so, it's safe. Other computers has other mouse-drivers / programs, that could for example be called Synaptics, or other names - just let it be on the computer. These programs / drivers, has more features than the standard that comes with Windows.

    This is a public website and it is better not to share any suspicious link in public forum.

    It is not easy to say if it is safe or not and sometimes they file is safe but it might be abuse , you may check URL in VirusTotal - Home to see if it is safe or not.

    Have you tried uninstalling it in Safe Mode?
