I purchased a new laptop. Currently in set up. Screen question asking me how I’d like to set it up, two options, restore from a windows 10 PC or set up as a new PC? Not sure which to choose. I have things in One Drive. Will they come over with either option? I used my sign in name to initiate set up which I would have thought meant the process would just keep moving forward. The set up is taking place on a new pc so that seems the right option. But I’m resorting a Microsoft account to access Onedrive. I’m afraid of choosing the wrong option and losing data or access from old PC.

The restore option will bring over your files on the old computer. These are files in OneDrive. You can opt out of this option, and install your OneDrive and synce over the files that way later. It is not a decision you must make at this particuar step.
Setup program say you cannot use back up to copy files later - just saying
The monthly subscription was completed was not activated on the device
