Do you use Hyper-V, WSL (Windows Subsystem for Linux), or Windows Subsystem for Android?
If you use one of these functions, this is what is using the Vmmem process. All these functions run as a virtual machine.
If you don't use any of these functions, a third-party app could be using the Vmmem process. You can try to perform a clean boot and check if the problem will persist. You can see at this link how to perform a clean boot.
