I have Windows 10 with Photoshop Elements 2024 and I am not able to use it. No dll file found.

    There is nothing wrong with your Windows system, that is a bug widely reported in the Photoshop Elements software on the Adobe Forums, try the suggestions provided on this thread on the Adobe Forum:
