Laptop won’t turn on without battery while being plugged in to charger

My old laptop (Dell Latitude E5450) suddenly won’t turn on after a power outage and it was working fine before. My laptop’s battery stopped working after it got inflated or something like that and I had to take it out. I then started using my laptop with a charger and it was working fine for about 3 or 2 months. Then a power outage came while I was using it. When the power came back it suddenly stopped working even though it was connected to the charger and the charger had a green light meaning it wasn’t the charger at fault. I then also connected a charger USB into the laptops port and connected the charger to my phone and my phone was charging so I don't know about that. I tried disconnecting the charger and holding the power button for a minute and things like that but nothing really worked. I don’t know what to do anymore with it and any suggestions will help. I also didn't really know what category to put this under so yea. Thanks

Edit: only 1 port on the laptop actually works to charge my phone, its the port on the right that I usually use to connect my mouse, its the only one that will actually charge my phone.

    Perform a Hard Reset:

    -Disconnect the charger and any other peripherals.

    -Since the battery is already removed, press and hold the power button for about 30 seconds to drain any residual power.

    -Reconnect the charger and try to turn on the laptop.

    Ensure the AC adapter is functioning correctly. Although it charges your phone via USB, it's possible it's not delivering the correct voltage to the laptop. Try using a different Dell-compatible charger if available.

    3.

    There are advanced Troubleshooting you can try:

    If accessible, try disconnecting the CMOS battery for a few minutes and then reconnect it. This can sometimes resolve hardware issues that prevent booting.

    Connect an external monitor to the laptop to check if the issue is related to the display. If the external monitor works, the laptop's screen might be the problem.
