How do I fix multiple errors on my computer?

I keep getting this error on computer start:

C:\Program Files\WindowsApps\Microsoft.YourPhone_1.24022.87.0_x64__8we...\PhoneExperienceHost.exe

This application cannot be started. Try reinstalling the applicaiton to fix the problem.

I have no ability to open the settings on my computer. The windows start button doesn't work, and ms-settings: won't open from Run or CMD. I get this error message from Run ms-settings:

ms-settings:

File system error (-2144927436)

And this error from CMD

'ms-settings:' is not recognized as an internal or external command,

operable program or batch file.

If I open Command Prompt in Administrator mode and do sfc /scannow this is what I get:

Beginning system scan. This process will take some time.

Beginning verification phase of system scan.

Verification 15% complete.

Windows Resource Protection could not perform the requested operation.

Then I tried this DISM.exe /Online /Cleanup-image /Restorehealth and got this:

Deployment Image Servicing and Management tool

Version: 10.0.19041.3636

Image Version: 10.0.19045.4170

[== 3.8% ]

Error: 1392

The file or directory is corrupted and unreadable.

The DISM log file can be found at C:\Windows\Logs\DISM\dism.log

I also tried adding a new user from Task Manager which opens the control panel, I click on Manage Another User Account and then I click on Add a new user in PC settings which gives me this error message:

Class not registered

And if I close the original error message, file explorer won't stay open.

So, how do I fix this?

    Hi, I am Dave, I will help you with this.

    From the number of errors you have, your Windows installation is very corrupt, the best option would be to perform an in-place repair with the Windows 10 ISO.

    Please follow the steps, this is then not like re-installing Windows, it is just like an update and your personal files, settings and installed software will not be affected.

    Click this link:

    to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), then choose ISO, not USB

    When the ISO file completes downloading

    Disconnect from the Internet

    Disconnect all external devices with the exception of a mouse or keyboard.

    Temporarily disable any 3rd party Anti-virus you may have installed

    Then, in Windows File Explorer, double click the ISO and then run Setup.exe and select the Install option.
