Turning off the "Filter Keys" should fix this problem.
1-Click on Star then click on Settings
2-Click on "Ease of Access"
3-Click on "Keyboard"
4-Turn off the option "Use filter keys" and uncheck the option "Allow the shortcut key to start Filter Keys"
5-Then you should be able to use your keyboard normally
