Can't Reach DHCP Server

I am at a loss. I usually run a hardwired connection from my router to my computer, and this morning it just stopped connecting to the internet. When I try to connect I get "Can't Reach DHCP Server".

I tried unplugging the router. I tried restarting the router. I bought a new Ethernet cord.

I tried flushing DNS to see if that helped, and it didn't.

I tried restarting DHCP services: When I go in its running but to reset, it won't let me. It says "Error 5: Access Denied"

Finally went and bought a USB adapter just to get some connection- but it is SO SLOW.

Here is what I get when I try to run ipconfig /renew:

    Sign in to your router's configuration utility, and look through the settings to find the IP address for your router. In most (but not all) routers used in home networks in Canada and the US, the router's IP address begins with 192.168

    The router's IP address might be 192.168.0.1 or 192.168.50.1 or something very similar.

    You can find out what your router's IP address should be by consulting the owners guide. That's the address that you should be seeing in your router's configuration utility.

    The address that has been assigned to your Ethernet adapter begins with 169.254. It should probably begin with 192.168. An address with 169.254 means that your Ethernet connection did not receive an IP address from the router. When that happens, Windows defaults to an address beginning with 169.254 so that a network administrator can find the computer on the network.

    I would like to mention, as an aside, that your router establishes and maintains your network, so all your network settings should be made in the router's configuration utility, and not in Windows.

    How does this change with IPv6 addresses? I am having the same issue with my pc, I am just connecting via WiFi not hardwired
