Based on the information you've provided, it sounds like there may be a hardware issue with your laptop.
Does the charger have the LED light to indicate that power is coming through? If the LED light is not even on, then try a different wall outlet.. If it still won't light, then the issue is on the charger itself.
If the charger's LED light is on, and if your laptop has a removable battery, try removing it and then plugging in the charger. If the laptop turns on, then the battery may be the issue.
If none of that helps, you need to contact HP support as this is not a Windows issue, nor can you fix it from Windows' settings, etc. It is a hardware issue.
