Unable to install Google Chrome

I'm in the process of cleaning out my computer and part of that process has been to uninstall and reinstall chrome. I've removed chrome but when I try to re-install it, I keep running into issues.

When I download the installer for chrome (the file name is ChromeSetup.exe), running it starts the process with a window that says "On your marks" and then it says "Connecting to the Internet" and gets stuck there, then it shows a message "Unable to connect to the internet. If you use a firewall, please allowlist GoogleUpdate.exe."

Note that I don't seem to have any internet issues, I'm able to connect to other application that use the internet perfectly fine. I've also located the GoogleUpdate.exe file in my Program Files and have allowed it in my Microsoft Defender firewall, but this doesn't resolve the issue.

I've also attempted an offline install using this link (found in the google help docs) https://www.google.com/chrome/?system=false&standalone=1. This instead downloads the file ChromeStandaloneSetup64.exe. But when I attempt to run this, I get a different error message saying "An operating system error occurred during installation. Please download Google Chrome again.".

Clicking the "Help" button opens file explorer with the following error:

I'm running Windows 10 and I've updated my computer. Not sure what else to do.

    I understand that you are not able to install the Chrome browser due to errors. May I ask if you have tried to fully uninstall your Chrome browser? Please follow the recommended answer on the Google support thread link below.

    After uninstalling Chrome, restart your PC and try to install Google Chrome.

    If this does not work, please try to create a new local user account and see if you can manage to install and use chrome there.
